# Class Deviation 2013-O0018 # Class Deviation 2013-O0018 - Past Performance Evaluation Thresholds and Reporting Requirements Status: Active Scope: All DoD contracting officers ## Summary This deviation establishes revised past performance evaluation thresholds for use in lieu of the thresholds at FAR 15.304(c)(3)(i) and 42.1502(b), (c) and (d). It sets separate dollar thresholds by acquisition type: systems and operations support, services and information technology, and ship repair and overhaul. The deviation supersedes Class Deviations 2012-O0017 and 2012-O0018 and remains in effect until incorporated into the FAR or DFARS or otherwise rescinded. ## Required Contracting Officer Actions 1. Apply the deviation thresholds at DFARS 215.304(c)(3)(i) (DEVIATION) when evaluating past performance in source selections for negotiated competitive acquisitions, using the applicable dollar threshold based on acquisition type. 2. Prepare evaluations of contractor performance in accordance with DFARS 242.1502 (DEVIATION) using the applicable dollar threshold by contract type, in lieu of the thresholds at FAR 42.1502(b), (c) and (d). ## Notes Business Sector Classification: The Governmentwide CPARS guidance lists various business sectors. DoD includes health care under the services business sector and includes fuels under the operations support business sector. Completion of Evaluations: Completion of past performance evaluations is not mandatory for all contract types, though thresholds for services are used as a reference point for consistency. ## Suggested Questions You can ask your AI assistant: - What actions do I need to take for this deviation? - Does this deviation affect commercial acquisitions under Part 12? - Which clauses need to be removed from my existing contracts? - Are there any SAM registration implications? --- Source: https://part52.dev Generated: 2026-03-20 Memorandum: https://www.acq.osd.mil/dpap/policy/policyvault/USA005039-13-DPAP.pdf
