Grady, Director, Defense Procurement and Acquisition Policy Scope: All DoD contracting officers issuing solicitations and contracts requiring contractor personnel to perform in the USAFRICOM area of responsibility ## Summary This deviation rescinds and supersedes Class Deviation 2016-O0006 and requires contracting officers to use a new clause, 252.225-7980, in place of DFARS 252.225-7040 in all solicitations and contracts where personnel will perform in the USAFRICOM area of responsibility. The USAFRICOM Commander identified a need to track contractors through the Synchronized Predeployment and Operational Tracker across all operational phases and contract types, regardless of performance length or contract value. Contracting officers must also modify existing active contracts with USAFRICOM performance to incorporate the new clause to the extent practicable. ## Required Contracting Officer Actions 1. Incorporate clause 252.225-7980 (Deviation 2016-O0008) in lieu of DFARS 252.225-7040 in all solicitations and contracts, including those using FAR part 12 procedures for commercial items, that require contractor personnel to perform in the USAFRICOM area of responsibility. 2.
