Initial notices sent electronically must include copies of the record forming the basis for the decision and instructions for contractors to present matters in opposition. Contractors may respond in writing by mail or email, in person or through a representative and, where appropriate, by telephone or video-teleconference. ## Required Contracting Officer Actions 1. Debarring and suspending officials may provide notices of proposed debarment or suspension and related decisions via certified mail, return receipt requested, or electronically via email and/or secure file exchange service. 2. Initial notices of suspension or proposed debarment sent via email must make available copies of the record that formed the basis for the decision, as required by DFARS Appendix H-101. 3. Include instructions for contractors to present matters in opposition or relevant evidence either in writing by mail or email, in person or through a representative and, as deemed appropriate, via telephone or video-teleconference. ## Notes Duration: This class deviation remains in effect until rescinded.
