Class Deviation 2020-O0011 - Rescission of Class Deviation 2020-O0011 – Revision 1 - Submission of Interim Vouchers Under Classified Contracts, effective December 31, 2022
Summary
This memorandum rescinds and supersedes the September 1, 2022 rescission of Class Deviation 2020-O0011, Revision 1. The rescission effective date is extended from October 1, 2022 to December 31, 2022. By December 31, 2022, contractors must submit interim vouchers under classified contracts to Defense Contract Audit Agency (DCAA) per Federal Acquisition Regulation (FAR) 42.803(b)(1) and Defense Federal Acquisition Regulation Supplement (DFARS) 242.803(b)(i)(A) and (B).
Required Contracting Officer Actions
- Take appropriate actions to facilitate timely payment under classified contracts, including providing copies of any resulting contractual modifications to the appropriate payment office.
- Ensure contractors submit interim vouchers under classified contracts to DCAA no later than December 31, 2022, per FAR 42.803(b)(1) and DFARS 242.803(b)(i)(A) and (B).

Background: Class Deviation 2020-O0011, Revision 1 was issued in response to the COVID-19 national emergency. It directed COs to have contractors submit interim vouchers under classified contracts directly to the payment office listed in the contract. DCAA approval was treated as provisional. This extension delays the return to standard DCAA submission requirements until December 31, 2022.
