Class Deviation 2026-O0029 - DFARS RFO Implementation (Part 13)

The deviation requires contracting officers to use revised versions of Federal Acquisition Regulation (FAR) Part 13 and Defense FAR Supplement (DFARS) Part 213, covering simplified procedures for noncommercial acquisitions. Effective 2026-02-01, these replace the codified text at 48 CFR chapters 1 and 2. The deviation implements E.O. 14275, E.O. 14265 and the Office of Management and Budget memorandum M-25-26.

Required Contracting Officer Actions

  1. Effective 2026-02-01, use the revised FAR Part 13 from the Revolutionary FAR Overhaul (RFO) web page. It replaces the codified text at 48 CFR chapter 1.
  2. Effective 2026-02-01, use the attached DFARS Part 213. It replaces the codified text at 48 CFR chapter 2.
  3. Effective 2026-02-01, use the deviation version of DFARS Procedures, Guidance, and Information (PGI) 213. It replaces the PGI text on the Defense Pricing, Contracting, and Acquisition Policy web page.
  4. Note that PGI 213 is now reserved. No PGI guidance applies under this deviation.
  5. For covered contracts directly supporting covered operations, see DoD Class Deviation 2024-O0011. Combatant commanders must provide a written determination to use those special acquisition authorities.

Notes

Expiration: This deviation remains in effect until rescinded or incorporated into the FAR, DFARS and DFARS PGI. No fixed expiration date applies.

Special Acquisition Authorities: DoD Class Deviation 2024-O0011 permits certain temporary special acquisition authorities for covered contracts. These include higher micro-purchase thresholds for purchases directly supporting covered operations. That authority runs through 2028-09-30 unless rescinded earlier.
