Summary

The deviation directs contracting officers to use revised versions of Federal Acquisition Regulation (FAR) Part 45 and Defense FAR Supplement (DFARS) Part 245, both covering Government Property. It implements policy from Executive Order 14275, Executive Order 14265 and OMB Memorandum M-25-26. The deviation remains in effect until rescinded or incorporated into the FAR, DFARS and DFARS Procedures, Guidance, and Information (PGI).

Required Contracting Officer Actions

Effective 2026-03-16, use the revised FAR Part 45 from the Revolutionary FAR Overhaul (RFO) web page. It replaces the codified text at 48 CFR chapter 1.
Effective 2026-03-16, use the attached DFARS Part 245 from Attachment A1. It replaces the codified text at 48 CFR chapter 2.
Effective 2026-03-16, use the attached DFARS PGI 245 from Attachment A2. It replaces the PGI text on the Defense Pricing, Contracting, and Acquisition Policy web page.
