Summary

This deviation establishes revised past performance evaluation thresholds for Department of Defense source selections and contractor performance reporting. It replaces Class Deviations 2012-O0017 and 2012-O0018. Thresholds vary by acquisition type: $5M for systems and operations support, $1M for services and IT and $500K for ship repair and overhaul.

Contracting Officer Actions

Apply the deviation thresholds at Defense Federal Acquisition Regulation Supplement (DFARS) 215.304(c)(3)(i) instead of Federal Acquisition Regulation (FAR) 15.304(c)(3)(i) when evaluating past performance in negotiated competitive source selections.

Prepare contractor performance evaluations under DFARS 242.1502 instead of FAR 42.1502(b), (c) and (d), using the contract-type thresholds established by this deviation.

Classify health care under the services business sector and fuels under the operations support business sector when applying Contractor Performance Assessment Reporting System guidance.
Supersession
This deviation supersedes Class Deviations 2012-O0017 and 2012-O0018. Those earlier deviations are no longer in effect.

DoD maps health care to the services business sector and fuels to the operations support business sector. COs must apply these mappings when using CPARS.

Past performance evaluations are not mandatory for contracts below these thresholds. COs may still complete them voluntarily.
