Summary

This deviation authorizes a pilot program to reform and accelerate contracting and pricing for up to 10 FMS contracts covering full rate production of major weapon systems. Participating Contracting Officers (COs) base price reasonableness on actual Department of Defense (DoD) cost and pricing data for the same product. COs have broad discretion in determining the amount of certified cost and pricing data required.

Obtain prior approval from the Director, DP/Defense Procurement and Acquisition Policy, using the attached application template before participating in the pilot.

Submit applications to osd.pentagon.ousd-atl.mbx.dpap@mail.mil.

Base price reasonableness determinations on actual cost and pricing data for DoD purchases of the same product.

Reduce cost and pricing data submitted per 10 U.S.C. 2306a using broad discretion to determine the required amount.
Pilot Scope
The pilot is limited to 10 FMS contracts for full rate production of major weapon systems.
FAR 15.4 Displacement
Once approved, COs use this deviation in lieu of FAR 15.4 Contract Pricing procedures.
