Summary

Contracting officers must stop using project labor agreements (PLAs) for large-scale construction projects. This deviation suspends PLA requirements implemented at Federal Acquisition Regulation (FAR) subpart 22.5 and 36.104(c). Contracting officers must also amend open solicitations to remove all PLA requirements.

Contracting Officer Actions

Do not use PLAs on large-scale construction projects. This prohibition applies immediately to all new solicitations.

Amend existing solicitations to remove PLA requirements, including all provisions and clauses prescribed at FAR 22.505.
