SUBJECT: Class Deviation—Prohibition on Procurement of Paper Straws
Effective immediately, contracting officers are prohibited from procuring paper straws
and shall eliminate requirements for paper straws in new solicitations and contracts. Contracting
officers shall amend open solicitations and modify existing contracts, as necessary, to remove
any requirement for the procurement of paper straws. Contracting officers are not, however,
required to modify contracts with six months or less remaining of the period of performance and
without options to extend.
This class deviation implements paragraph 2(a) of Executive Order 14208, Ending
Procurement and Forced Use of Paper Straws, of February 10, 2025 (90 FR 9585).
This class deviation remains in effect until incorporated into the FAR or until otherwise
