Summary
The deviation requires contracting officers to use revised Federal Acquisition Regulation (FAR) Part 35 and Defense FAR Supplement (DFARS) Part 235 in lieu of the codified text. It implements E.O. 14275 and E.O. 14265, which direct removal of unnecessary FAR and DFARS provisions. The deviation also replaces the current DFARS Procedures, Guidance, and Information (PGI) 235 with the attached version.

Implementing authority
Section 2 of E.O. 14275 requires the FAR to contain only statute-required or essential provisions. Section 4(a) of E.O. 14265 requires the Secretary of War to eliminate or revise unnecessary supplemental regulations. OMB Memorandum M-25-26 provided additional agency guidance.
