Summary
The deviation replaces Federal Acquisition Regulation (FAR) Part 19 and Defense FAR Supplement (DFARS) Part 219, both covering Small Business, with revised versions. It also replaces the DFARS Procedures, Guidance, and Information (PGI) 219 and Appendix I, Policy and Procedures for the DoD Mentor-Protégé Program. The deviation implements E.O. 14275, E.O. 14265 and Office of Management and Budget (OMB) Memorandum M-25-26 to streamline procurement regulations.

Test Program expiration
The DoD Test Program for Negotiation of Comprehensive Small Business Subcontracting Plans expires on December 31, 2027.
Mentor-Protégé credit cutoff
For mentor-protégé agreements before December 23, 2022, only eligible developmental assistance costs incurred by September 30, 2026 may be credited toward subcontracting goals.
PA availability
The PA between DoD and the Small Business Administration (SBA) is available at PGI 219.108-1.
