(d)(1) When the contracting officer obtains the approval from the senior procurement executive (this authority is not delegable) to allow for the application of an alternate domestic content test for the contract, ensure the documentation evidencing the senior procurement executive’s consultation with the Office of Management and Budget’s Made in America Office and subsequent allowance for the application of an alternate domestic content test is included in the contract file.
