Class Deviation 2025-O0005 - Prohibition on Procurement of Paper Straws

Summary

Executive Order (Executive Order) 14208 prohibits procuring paper straws and forcing their use. Contracting officers must remove paper straw requirements from new solicitations, open solicitations and existing contracts. Contracts with six months or less remaining and no options to extend are exempt from modification.

Required Contracting Officer Actions

  1. Do not include paper straw requirements in any new solicitations or contracts.
  2. Amend open solicitations to remove all paper straw requirements.
  3. Modify existing contracts to remove paper straw requirements, unless six months or less of the period of performance remain and no options to extend exist.

Notes

Exemption from Modification: Contracting officers are not required to modify contracts with six months or less remaining and no options to extend.

Effective Date: This deviation is effective immediately upon issuance. It remains in effect until incorporated into the Federal Acquisition Regulation (FAR) or rescinded.
